To be clear, STV would come in handy to more accurately reflect the desire of the electorate- not whether it would put more or less minorities in elected positions.
Professor Rachel Godsil has an interesting take on this issue on Concurring Opinions. She addresses racial politics in a majority minority district, with the added twist of a planned use of eminent domain in the works...definitely worth the read.

I tend to be skeptical of any claims that ethnicity should trump competence/responsiveness to constituents/etc.
That said, this seems like a perfect example of where Single Transferable Vote methods would come in handy.
